Company History / Who We Are:

Building Performance Advisors (BPA) is a professional consulting firm focused on the performance of buildings. Our services encompass the physical assets, operation and maintenance, and financial performance of new and existing facilities. We are a Certified Disadvantaged Business Enterprise and a Woman-Owned Small Business.   BPA is committed to serve each client’s best interest by providing dedicated service in a timely and practical manner.

BPA was founded by Pat Bailey and George Houk, RA, LEED AP. Together, the founders bring over 65 years of experience across all phases of the facility life cycle.

BPA offers forensic analysis, investigation and diagnostic testing services to identify and solve problems in existing facilities. We support new building projects through peer reviews, commissioning, and performance testing services.

Who We Serve:

Developers and owners of buildings hire us to protect their interests in the design, construction and operation of their facilities, and to improve the performance of their real estate assets.  We have provided services to owners of universities, health care systems, museums, libraries, educational facilities, as well as state and federally owned buildings.   See Portfolio.

Architects add us to the design team to provide technical expertise in the design and integration of building enclosure systems, and in the inter-operability of the enclosure and heating, air conditioning and ventilation systems.

Builders retain our services to coordinate construction-phase building enclosure commissioning efforts and to assist the construction team in delivering a fully functional, trouble-free building to their client.

Property managers hire us to investigate building performance problems, verify the root causes, and develop and execute remediation plans to restore facilities to their intended operation.

Pat Bailey

Pat Bailey

Patrizia Bailey has over 25 years of experience in all aspects of multi-family housing development, with specialized expertise in affordable housing regulated by federal, state and local jurisdictions. Her experience includes activities supporting the acquisition, development, construction and management of properties for national publicly-held companies and small partnerships. Ms. Bailey has consulted with nonprofits involved in affordable housing and also has acquired, renovated and sold single family homes. She recently provided development consulting services to the South Portland Housing Authority and currently serves on the Land Bank Commission for the City of Portland.

George Houk

George Houk

RA, LEED AP

With over 35 years in the architecture/engineering and construction contracting industries, George Houk focuses on the design and construction of exterior envelope systems. He provides technical analysis, forensic investigation, inspection, restoration design, and construction management services. Mr. Houk has worked on buildings from single-family homes to 1.5 million square-foot institutional facilities, ranging in age from less than two years to over 200 years. A member of the National Institute of Building Sciences, Mr. Houk is also a voting member of the American Society of Testing and Materials.
